摘要
中国特殊经济功能区是国家应对当前国际经贸规则高标准重构,加快推进制度型开放的试验平台。制度试验的具体实施面临高标准经贸规则的国际议价、国内政治的政策协调过程两个层次博弈互动关系。本文基于中国外资管理体制改革的分析,指出特殊经济功能区制度试验和国际经贸规则演变两个进程的联动不足问题。中国在超大规模市场优势、产业链供应链自主可控、治理制度绩效吸引力等综合优势的加持下,未来要进一步赋予特殊经济功能区更多自主权,最大限度降低国内政治过程对改革的损耗,对多种经济制度类型充分试验和碰撞,代表国家参与国际经贸规则建构的话语竞争,并能创设带有中国自身利益诉求和价值理念的规则议题。
China's special economic zones are the national experiment platforms of opening up based on institutions with international economic and trade rules being restructured to a higher standard.The experiment of international rules in special economic zones is faced with the two-level interaction between the international bargaining of the economic and trade rules and the policy coordination process of domestic politics.Based on the analysis of China's foreign investment management system reform,this paper points out the insufficient linkage between the process of rules experiment in special economic zones and the evolution of international economic and trade rules.With the super-large-scale market,the independent supply chains,and the attractive performance of China's governance,China should further grant more reform autonomy to special economic zones in the future,simplify the procedure of domestic politics,and fully experiment multiple types of economic system,so that these zones can create rulerelated issues complying with China's interests and values and participate in the discourse competition during the construction of international economic and trade rules.
