摘要
2017年5月,环境保护部批准发布了《火电厂污染防治可行技术指南》(HJ 2301—2017)。这是污染防治技术指南第一次以国家环境保护标准的形式发布。该指南是火电行业实施排污许可的重要配套文件,是我国第一次将污染防治技术与固定污染源管理制度结合起来。指南的发布对火电行业的污染治理,特别是烟气污染物超低排放的治理将起到很好的规范作用,引领火电行业污染防治的健康发展。通过介绍指南制定的必要性与编制过程、指南制定的总体思路与主要亮点、指南的主要内容,提出了推进指南实施的建议,对正确理解和贯彻落实指南不无裨益。
The release of Guideline on Available Technologies of Pollution Prevention and Control for Thermal Power Plants ( HJ 2301 - 2017 ) was approved by the Ministry of Environmental Protection in May 2017. It is the first time for pollution prevention and control guideline to be released as a national environmental protection standard. The guideline is an important supporting document for thermal power industry in the implementation of emission permits. It's the first time to combine the pollution prevention technologies and pollution source management system together in China. The release of the guideline will play a key role in the pollution control for the thermal power industry, especially the control of flue gas pollutants for ultra-low emission. It will lead the healthy development of pollution prevention and control for the thermal power industry. This paper introduced the necessity and formulation process of the guideline, its general idea, key highlights and main content, and then put forward suggestions for implementation. It is helpful for correct understanding and implementation of the guideline.
