摘要
粤港澳大湾区建设是中国经济转型升级的重要战略部署之一。在这个过程中,金融如何更好地发挥作用,不仅对粤港澳大湾区建设,对全国的发展也具有重要意义。金融要在粤港澳大湾区建设当中更好地发挥支持作用,一是应紧密围绕形成高质量供给体系的目标,推动金融改革与开放,大力发展生产性服务业,完善多层次的资本市场体系,加强股权市场的建设,进一步改善对中小企业的金融服务;二是增量优化应与存量调整并重,优化金融资源配置,利用区域内金融业较为发达、制度创新较为活跃的优势,探索市场化和法治化的债务重组模式,完善要素市场,形成增量优化与存量调整相结合的资源优化配置方式;三是探索政府与市场结合的新路,建立城镇化融资的新模式,更好地区分政府与市场的边界,重塑财政与金融、政府与市场之间的良好关系,发挥金融的积极作用。
The development of the Greater Bay Area has involved one of the most important strategic deployments during China＇s economic transformation and improvement. Understanding how finance may be better utilized in this deployment has relevance not only for the development of the Greater Bay Area but also for the development of the nation as a whole. Finance should play a stronger supporting role in the development of the Greater Bay Area. First, it should sup- port the following objectives：forming a high- quality supply system, promoting financial reform, developing producer services industries, bolstering the multi -level capital market system, strengthening the establishment of the equity market, and further improving financial services for SMEs （small and medium-sized enterprises）. Second,incremental optimization should be equal to stock adjustment to optimize the allocation of financial resources. Focusing on the more devel- oped financial institutions in the region and the more dynamic system innovations, this paper ex- plored the marketization and legalization of the debt -restructuring model to improve the factor market, generate incremental optimization, and combine inventory adjustments with resource allo- cation optimization. New ways to integrate the government and the market to establish a model for financing urbanization should be explored. This would further delineate the scope of the govern- ment and the market, and it would reshape the government＇s relationships with the finance sector and the market so that the positive effects of financial support could be more fully realized.
