摘要
随着国家对高校建设的投入,高校事业得到飞速发展,但高校重大违法违纪案件也接踵而至。高校已经成为反腐倡廉的重点领域,构建高校廉政风险防控体系极为重要。本文首先对行政事业单位内部控制规范进行梳理;其次以我国高校内部控制规范建设为例,对高校内部控制存在的问题以及构建高校内控制度过程中存在的阻力进行分析;最后结合中国高校实际情况,从协同视角提出了"组织+文化+网络+制度"四位一体的高校廉政风险防控体系,为高校廉政治理建设提供参考。
With the state investment in the construction of universities, universities have been developed rapidly, but the major discipline violations have occurred one by one and made the university become the focus of the field of anti-corruption, therefore it is very important to analyze the factors affecting the risk of clean government.In this paper, 10 universities in the region were taken as research samples to investigate the degree of occurrence of honesty risk in universities, and we empirically analyzed the influencing factors of university corruption risk through the structural equation model. It is found that the occurrence of corruption in colleges mainly comes from the two reasons： the corruption motive of individuals and the chance of corruption existed in colleges. This article puts forward the ＂four in one＂ university honesty risk prevention and control system, which is ＂organization ＋ culture ＋ network ＋ system＂, to provide reference for the construction of clean governance in universities.
