摘要
我国高校内部权力结构和权力关系有其独特性,党政权力既难以分离又远远大于学术权力和学生权力等。新时期我国公立高校将肩负国家现代化建设的新使命,这要求其内部权力结构和权力关系进行新的变革和调整,以提高其办学质量和服务国家建设的能力。在简要分析权力的性质和价值取向以及高校内部五种权力的内涵及其特点的基础上,着重对我国公立高校内部权力进行规制和监控的必要性、难点及其原因进行了分析,最后提出优化高校内部权力规制与监控机制的若干建议。
There are some specificities for the internal power structure and relations of the universities in China,such as the Party power is very powerful, and both Party power and administrative power are not only difficult to be separated but also extremely powerful and far beyond academic power and student power. In the new period, the Chinese publie universities should undertake the new mission of pushing national modernization forward, which requires new renovations and adjustments in the internal power structure and relations thus improving their educational quality and abilities for the nation＇s construction. Based on a brief analysis of the nature and value orientation of power as well as the connotation and characteristics of the five kinds of power within the university, this paper emphatically analyzes the necessity, difficulties and causes of the regulation and supervision for the internal power of public universities in China. Finally, it puts forward some suggestions on how to optimize the internal power regulation and supervision mechanism in the universities.
