摘要
区域贸易协定不断出现新成果,推动着国际贸易新规制的完善。与传统贸易规则相比,国际贸易新规制将投资纳入特惠贸易协定,对电子商务进行了规定,提出货物贸易便利化与自由化,以实现区域间的供应链贸易合作。我国自贸区作为提升我国对外开放水平的试点,其在投资、金融和货物管制及便利化等多个方面都与国际贸易新规制有不小的差距。应通过积极借鉴试用国际贸易规则,抓好基本制度建设,积极探索具有中国特色的贸易规则,做好制度衔接,理顺自贸区政府与省、市政府的职能,确保事中事后监管落实到位,完善各个自贸区试验重点,成就不同的开放型经济,从而实现我国自贸区经济的顺利发展,提高我国对外开放水平。
The new achievement of regional trade agreement promotes the improvement of new international trade regulations. Compared with the traditional trade rules, international trade rules for investment preferential trade agreements included on electronic commerce of the rules, and put forward the goods trade facilitation and liberalization, to achieve inter regional trade cooperation in supply chain. China＇s free trade area as a pilot to enhance the level of China＇s opening to the outside world, its investment, finance and control of goods and facilitation, and other aspects of the new regulation are lag behind the international trade rules. We should actively learn from the international trade rules, grasp the basic system construction, and actively explore rules with Chinese characteristics, make cohesion, improve the system, straighten out the governmental functions in all levels, ensure the matter in regulation, improve all the free trade area, as well as accomplish open economic achievements, so as to realize the development of free trade zone economy and promote the open economy in China.
