摘要
道德风险是"从事经济活动的人在最大限度地增进自身效用的同时做出不利于他人的行动",道德风险产生的主因在于随社会分工的复杂而产生的多重委托代理关系。随着现在食品工业的发展,其生产加工环节流程越来越复杂,其监督管理过程中不得不产生一系列的委托代理关系,因而也就不可能回避道德风险问题。文章首先根据理论界的研究旨趣与现实实践的聚焦观察提出食品安全监管道德风险的研究命题。其次,我们从多个角度分析食品安全监管道德风险的成因问题。最后从"制度化"、"法治化"和"信息化"三个视角探讨构建规避食品安全监管道德风险的应对策略。
Moral hazard is uthe behaviors of people engaged in economic activities to maximize their own effec-tiveness and at the same time not conducive to others, ?,which mainly results from the multiple principal - agent relationship emerging with the complex social division of labor. With the development of the food industry, the process of production and processing is becoming more and more complicated. And a series of principal - agent relationship come into being in the process of supervision and management, therefore, it is impossible to avoid moral hazard. The article first puts forward the research proposition according to the research interest of theory and the focus of realistic practice. Then the causes of moral hazard of food safety supervision are analyzed from multiple perspectives. At last, the countermeasures are presented from the perspectives of institutionalization, le-galization and informatization.
