摘要
本文分析了特朗普政府对外政策的特点,探讨了特朗普上任之后中美关系呈现的变化和影响中美关系的主要因素,并对中美关系的未来进行了展望。"美国优先"是特朗普内政和外交战略的总原则。从目前看,特朗普政府的对外政策具有不确定性,但其战略意图又是明确的。特朗普政府的外交战略呈现务实的交易风格,让位并服务于美国内政,追求"低投入、高收益",将减少对国际事务的投入,要求盟国更多分担国际义务,并可能采取军事冒险行动。在特朗普任内,中美关系将延续"新常态",并出现新的变化。特朗普政府的对华政策具有具体化的特征,中美关系呈现出碎片化的发展趋势,朝核问题将是影响中美关系的重要因素。
This paper analyzes the characteristics of Trump Administration's foreign policy,the recent development of Sino-US relations,and the key factors which might affect the future bilateral relationship. 'American First 'is the guiding principle of Trump Administration's domestic and international policies. While there are many uncertainties in Trump Administration's foreign policy approach,its strategic intent is quite clear. President Trump is very transactional in foreign policy,and his foreign policy concerns may give way to American domestic priorities. The United States may pursue a 'low input, high yield ' foreign policy by reducing its international obligations and requiring allies and partners to share more burdens. Seemingly Trump Administration is willing to take more risks in foreign policy. The mix of cooperation and competition is a 'new normal ' for Sino-US relations,which will continue in Trump Administration. Trump Administration's policy toward China is very much issueoriented and result-oriented,and the DPRK nuclear challenge is a very important factor affecting the trajectory of bilateral relations.
