摘要
依循文化治理思想,政府、居民和文化服务组织的协力参与和充分互动是顺利推进城市社区公共文化服务的重要前提。在制度构想中,政府是制度的制定者和实践的主导者、居民是受益者和反馈者、文化服务组织是服务或产品的供给者和官民沟通的粘合剂。但在政府行政惯习的强势支配下,居民的主体性地位被削弱,文化服务组织被迫全面依附于政府,形成了一种政府对居民和组织弱依赖、居民和组织对政府强依赖、居民和组织间弱依赖的"非对称性"互动关系,因此,构建具备标准功能的三元平等互动机制依然任重道远。
According to the idea of cultural governance,the concerted participation and full interaction between government,residents and cultural service organizations is an important prerequisite for smoothly promoting the construction of public cultural services in urban communities. Based on the system＇s proposition,the government is the maker of the system and the leader of the practice,the residents are beneficiaries and feedback persons,and the cultural service organization is the adhesive of the service or product supplier and the official communication. However,under the strong control of the government＇s administrative habits,the dominant position of the residents was weakened,and the cultural service organizations were forced to fully rely on the government,thus forming the ＂asymmetric＂interactive relationship that government weakly dependent on the residents and organizations,residents and organizations strongly dependent on the government,and weak dependence between residents and organizations. Achieving the ternary equal interaction mechanism with the standard function is still long way to go.
