摘要
改革开放40年是我国高等教育发展史上前所未有的黄金时期,高等教育发展取得了举目瞩目的伟大成就。随着高等教育普及化时代很快到来,国家和社会现代化基本实现,信息化日益深化和全球化不断推进,高等教育为了适应人的全面发展和经济社会转型发展的要求,必须消除一些深层次体制障碍。进一步推动人才培养体制、教师工作体制、投入保障体制、现代大学制度、国家治理体制等五大领域的改革,完善高等教育体系和结构,优化高等教育发展与经济社会发展之间的关系,以建构大规模、高效率、高水平办学的高等教育体系,是我国高等教育体制改革的主要任务。
The current 40 years since the Reform and Opening-up have been a golden time in the history of higher education,when higher education development has been made unprecedentedly great achievements.But in pace with the soon immergence of higher education popularization,true come of national and social modernization,increasingly deepening of information,and continuing advancement of globalization,higher education cannot satisfy completely the requirement of human full development and the transformation and upgrading of economy and society,a number of deep-seated institutional obstacles in higher education system has to be diminished.The main work of reform that has to be undertaken includes talent fostering system,faculty development system,investment assurance system,modern university system and public governance system,in order to improve the hierarchy and structure of higher education,optimize the relation between the development of higher education and the development of economy and society,fulfill the construction of a immense,effective and high quality of higher education system.
