摘要
贯彻创新驱动战略,推动地区科技创新能力提升,需要对自身的科技创新水平进行综合评价,以准确把握财政科技投入现状和动态绩效特征。文章基于2000-2014年中部五省财政科技投入的面板数据,运用熵值法对中部五省财政科技投入绩效指数进行测算和评价。结果表明:中部五省的财政科技投入绩效整体上均呈现"先慢后快"稳步上升趋势,且存在典型的省域差异;各省的财政科技投入绩效动态波动明显,波动幅度由大到小依次为安徽、河南、江西、湖北和湖南;科技转化程度是影响中部五省财政科技投入绩效动态变化的最主要因素。文章认为,经济新常态下,中部五省需坚决贯彻创新驱动发展战略,加大科技投入与人才培养;重视科技转化,推动生产力进步;制定科学合理的绩效评价体系,提高财政科技投入绩效。
To apply the innovation drive strategy and promote regional technological in- novation competence require a comprehensive evaluation of the technological innovation competence, or to know the situation of the finance input to science and its dynamic state. Based on the parallel evidence （2000-2014） from the 5 provinces of the central China re- gion,the performance index of the province finance＇ s input to science is calculated and e- valuated with the entropy evaluation method. The research finds that 1 the general trend of the performance is from slow to fast, or there is a steady uprising tendency;2 the dynamic wave is obvious, from the biggest to the smallest Anhui, Henan, Jiangxi, Hubei, Hunan ;3 the main factor that affects the dynamic wave is the application of technology. It is believed in this research that in the new normal situation, the 5 provinces have applied the innovation driven development strategy with more technology investment and talents training, further- more,they also pay much attention to the transformation of technology to products. It is ar- gued that a scientific performance evaluation system should be established and improve the performance of technology input.
