摘要
文章构建了地方政府财政科技投入绩效评价体系,运用灰色系统理论对浦东新区财政科技投入进行绩效评价。研究表明:浦东新区财政科技投入与各绩效一级指标的作用强弱依次为经济发展、高新技术产业化、技术交易市场发展、科技直接产出和新产品发展;通过对二级指标作用的强弱分析,提出优化财政科技投入的政策建议。
This paper established a performance evaluation system on local government financial investments in science and teehnology, and evaluated the performance of science and technology inputs of Shanghai Pudong New Area hy the theory of grey system. And the research showed that the effects between financial investments in science and technology in Pt, dong New Area and the performance of first indicators order were followed by the development of economy, the industrialization of high technolngies, the development of technology exchanging markets, direct outputs of science and technology, and the develop- meut of new products from the strong effect to weak one. Furthermore, this paper proposed several policy recommendations to nptimize financial investments in science and technology by analyzing the performance degree of the secondary indicators.
