摘要
现代学徒制的发展需要利益相关者的支持和协作,然而由于各方主体的利益诉求不同,并且缺乏相应的协调机制,导致现代学徒制的运行效果大打折扣。具体来看,除了职业院校以外,政府、企业、行业等核心利益相关者的主体虚化现象较为突出,集中表现在政府主体错位,陷入宏观顶层制度设计不足与微观行政干预过多的双重困局;企业主体缺位,缺乏稳固的利益协调机制导致参与动力不足;行业主体失位,法定功能薄弱导致其行为效力不足。对此,应着力强化各利益主体的职责权限,理顺各主体的关系。具体而言,政府应做好立法建制和顶层设计,加强职能转向;职业院校应充分发挥教育职能,谋求发展突破;企业应全程参与,发挥办学主体作用;行业应搭建校企合作平台,发挥协调指导功能。
The development of modern apprenticeship requires the support and cooperation of stakeholders. However, due to the different interests of the parties, and the lack of appropriate coordination mechanism, which led to the effect of modern apprenticeship greatly reduced. Specifically, the government, enterprises, industry and other core stakeholders of the main phenomenon is more prominent in addition to vocational institutions, concentrated in the government main body dislocation, into the macro-level system design and micro- administrative intervention too much double dilemma. The lack of enterprise entities, due to the lack of a solid coordination mechanism for the interests of enterprises involved in lack of motivation. The main body of the industry dislocation, due to its weak legal function led to its lack of behavior. In this regard, we should focus on strengthening the authority of the interests of the main authority, straighten out the relationship between the main bodies. Specifically, the government should do a good job in legislation and top-level design, strengthen the function shift. Vocational institutions should give full play to the educational functions and seek development breakthrough. Enterprises should participate in the training of vocational education personnel and play the main role of running a school. Industry associations should set up a platform for cooperation between schools and enterprises to play a coordinated guiding function.
