摘要
[目的/意义]公正、科学的智库评价能够为高校智库发展诊断号脉,是高校智库发展的听诊器和指挥棒,因此指标体系建设在智库评价中占有重要的地位,当前我国智库评价过程中,对支撑指标体系的理论研究和理论工具的运用阐述较为缺乏,降低了指标体系科学性、说服力。[方法/过程]结合知识管理理论,采用实证研究范式,构建一套针对高校智库的评价指标体系,通过问卷调查,回收有效问卷72份,通过SPSS因子分析技术对指标体系进行修正和赋权。[结果/结论]提出从注重高校智库实体建设、社会影响力、政府影响力、学术及同行影响力的评价和特殊因子的补充作用等5个方面,对高校智库进行评价和引导。
[ Purpose/Significance ] Fair and scientific think-tanks＂ evaluation can feel the pulse and diagnose for university think tanks＇ development. It is the think-tanks development＇s stethoscope and baton. Therefore, the index system construction in think-tank evaluation occupies an important position. Currently, our country＇s think-tank evaluation research is still in its infancy, focusing on the construction of evaluation index system, but the supporting index system of theoretical research and theoretical tools used, are relatively insufficient, which harm the scientific, persuasive index systems. [ Method/Process] This paper, based on the empirical research paradigm, combing with the theory of knowledge management, constructed a think-tanks evaluation index system for colleges, through the factor analysis method to modify the index system empowerment. [ Result/Conclusion] It then put forward the idea that from five aspects we should pay attention to the construction of think-tanks, namely, the social influence, the government influence, academic influence, academic peers influence and the special factors of peers influence, which are to evaluate and guide the university think tanks.
