摘要
我国农产品贸易额占外贸进出口总额的比率较低。2009年以来,农产品对外贸易存在持续逆差,制约农产品产加销服融合。低端出口结构制约农业产业链延伸,农产品加工业亟须引进国际标准和先进技术。我国应增加深加工农产品出口,拓展和充分利用绿箱政策空间,大力发展环境友好型的绿色农业。建议开拓"一带一路"沿线国家农产品出口市场和新兴经济体农产品贸易市场;建立一批农业主导的自由贸易区,大力发展线上线下相融合的境外电商,搭建农业生产经营者与境外客源直通平台;申请农产品绿色认证,建立农产品质量标准体系,推广普及农产品质量安全追溯体系,逐步放开农业出口贸易信用保险市场。
In China, there i s a low proportion of agricultural products in the total amount of import and export trade. Since 2009, the foreign trade of agricultural products has had consistent deficit, which has constrained the integration of p roducin g, p roce s s in g and se l l in g o f th e agricultural products. The export structure of low-end products restricts the extending of the agricultural industry chain, and the agricultural p roce s s in g industry i s in urgent need of international standard and advanced technology. China should increase the export of deep-processing agricultural products, expand and make b est use of the space of green-box policy, and strive to develop environment-friendly green agriculture. It is proposed that agricultural export markets along ＂The Be lt and Road＂ countries and the agricultural trade markets for emerging economies should be developed. In order to build a straight platform for the agricultural production operators and foreign customers, China needs to se t up a group of agriculture-dominated free trade zon e s, and to develop online and offline foreign electronic trade. It is also suggested to apply for green certification of the agricultural products, to bu i ld quality standard system for agricultural p ro d u c t s, to popularize the construction of the tracing system of quality standard and safety for agricultural products, and gradually to open in suran ce markets of export creditforagriculture.
