摘要
在现代大学制度背景下理解、贯彻和完善党委领导下的校长负责制,必须基于宪法授权和党章规定的内在逻辑,以高校管理系统的历史变革作为理性认知的对象,深刻认清党委领导下的校长负责制对当代中国大学管理系统的现实功能。在实践中存在的矛盾并非这一管理系统自带的病根,而是角色定位与功能定位模糊,管理权限与层级配置交叉作用下的综合结果。社会发展过程中出现的不平衡与不正常的政治因子影响是其滥觞,在党委统一领导下,针对决策责任与管理责任建构"虚与实"相结合的考核体系,可从根本上改变目前高校管理系统中存在的问题。
To understand, practice and perfect the system of President-in-charge under the leadership of Par- ty on the basis of modern university system, we need to deepen our understanding for the realistic function of the system of President-in-charge, to investigate the chronological development of management in the colleges under the inner logic of the rights entitled by the Constitution and Party constitution. There are some problems in reality due to the realistic contradictions not the system itself, namely, the blurring in the role and function, overlap- ping in management rights and hierarchical allocations, especially the imbalance and abnormal political factors in the social development. It is clear that it will be a good method to construct appraisals system on correcting ideol- ogy and practicing work under the Leadership of the Party Committee.
