摘要
针对"智慧政府"环境下我国政府信息化绩效评价现状的梳理,本文得出三个问题,即绩效评价指标体系不够全面、部门间资源共享和协同不够完善、缺少有效的安全评价。美国联邦政府总体架构(FEA)通过一个覆盖微观和宏观的标准体系,有效地提高了美国政府信息化绩效的水平。通过对FEA的研究,本文有针对性地提出了政府信息化绩效评价的建设策略,对我国政府信息化绩效评价标准体系建设提供一定的借鉴。
According to the status quo analysis on of government informatization performance evaluation in China in the context of ＂smart government＂, this paper raises three aspects of problems, which include not all-inclusive performance evaluation indicator system, incomplete cross-government resource sharing and collaboration, and a lack of effective security evaluation. Federal Enterprise Architecture （FEA） has effectively improved the performance of the United States government informatization through a standard system covering both micro and macro levels. Based on the study of FEA, this paper proposes some suggestions on the establishment of relevant standards system on government informatization performance evaluation.
