摘要
社区教育与社会保障都是具有公共价值的公共服务事业,二者呈现出较大的相关性,主要表现在价值追求、特性表征和实践运作三个方面的共属性。在价值追求上,表现在对人权、政治民主和社会和谐的肯定与呼吁;在特性表征上,表现在对人的生存需求、生命质量和自我实现的满足与维护;在实践运作上,表现在形成政府统筹领导、社会多元参与和市场有效配合的有机格局。分析社区教育与社会保障之间的共属性,明确社会保障之于社区教育的方向指引,对于探寻社区教育的价值追求,回归社区教育发展的正确方向具有重大意义。
Community education and social security are both public service of public value, these two have great relevance in three aspects： value pursuit, characterization feature, and practice operation. The confirmation and appeal to human rights, political democracy and social harmony display the common attribute of value pursuit. The satisfaction and safeguard to the existence needs, quality of life and self--fulfilment of human display the common attribute of characterization feature. Forming the organic pattern of government leadership in all, society multivariant participation and market effective cooperation display the common attribute of practice operation. Analysing the common attributes between community education and social security and expliciting the guiding function which is social security to community education are of great significance to seeking the value pursuit of community education and regressing the correct development direction of community education.
