摘要
"淘宝村"作为一种互联网草根创业推动的包容性经济发展现象,正受到国家乃至世界的关注。"淘宝村"的产业,用短短的几年时间就走完了传统上需要上百年才能走完的产业历程。本文基于对全国20个"淘宝村"的实地调研和大量二手资料,从经济演化理论视角对其产业演化进行解读,剖析其产业演化规律。"淘宝村"之所以具有旺盛的生命力,源于其自组织性、变异彻底性和弱路径依赖性,其实质是通过农户电子商务创业,以"点"(商业模式)的创新及裂变复制带动"面"(区域产业)的发展所引发的生产关系的变革。技术创新与商业模式创新交替升级,创业者的"双网学习",以及网商竞争与合作分别构成了"淘宝村"产业演化的遗传、变异与选择机制。企业家精神是"淘宝村"产业演化的内生动力。"淘宝村"的产业演化一般经历了萌芽、裂变式成长和产业集群式发展三个阶段。政府在推动农村电商发展过程中,关键是要充分降低农村电商创业的交易成本和学习成本,以做好公共服务、优化农村电商发展环境为基本任务。
In this INTERNET era, as a phenomenon of inclusive economic development driven by the entrepreneurship from the grass root, the TAOBAO villages are attracting more and more attention from all over the world. Theindustries in TAOBAO villages have passed through the almost whole procedure for only several years in which the traditional industries had spent hundreds of years. Based on the field survey and second hand documents of 20 TAOBAO villages, this paper tries to interpret the evolution of TAOBAO villages from the view of economic evolutional theory. By entrepreneurship of the peasant household on the INTERNET, business model innovation triggers the industrial the relationship of production revolution. The attribute of self-organizing, thorough variation and weak path-dependency lead to the robust validity. The upgrading of the alternation of technological innovation and business model innovation, the two-network learning of the entrepreneur, and the competition and co-operation of online shops form the industrial evolution system mechanisms as inheritance, variation and selection. The spirit of the entrepreneur is the endogenous power of the evolution, which endure three stages as sprouting, fissile growing and clustering development. Government should make policies to reduce the transaction cost and learning cost, upgrading its public services and bettering the circumstance of E-commerce.
