摘要
为了应对创新环境变化带来的机遇和挑战,探索信息服务的有效机制,本文以协同创新环境下的专利信息服务为对象,分析了协同创新政策的特征及其影响,探讨了协同创新环境下专利信息服务的目标、创新要素和服务模式,进而分析了协同创新环境下专利信息服务的组织激励、规范约束和系统保障,并得出协同创新环境下专利信息服务机制的主要内容:依据信息生态位理论重构多层次网络化的专利信息服务组织,搭建以服务评价为核心的规范约束体系,最终形成以资源、管理和制度为重要保障的服务系统。同时对未来的专利信息服务发展进行了展望。
In order to deal with the opportunities and challenges brought by the change of innovation environment, and explore the effective mecha- nism of information service, this paper analyses the characteristics and influence of collaborative innovation policy. Taking the patent information service under the environment of collaborative innovation as the object, it discusses the service objectives, innovation elements and service modes of patent in- formation services under the environment of collaborative innovation. And then, it analyzes the patent information service under the collaborative inno- vation environment from aspects of organization incentive, regulatory constraint and sy.stem guarantee. At the same time, the main contents of patent information service mechanism under the collaborative innovation environment are concluded： reconstructing patent information service organization with multi level network according to the information niche theory, establishing the discipline constraint system based on service evaluation, forming a service system which takes the resources, management and system as important safeguards. Finally, it forecasts the development of patent information service in the future.
