摘要
通过分析社会组织参与精准扶贫的必要性,讨论社会组织在精准识别贫困人口、制定扶贫规划、安排扶贫项目、资金管理、监督等过程中的角色定位,并且在分析精准扶贫中社会组织参与的不足及其原因的基础上,提出转变理念、拓宽社会组织参与渠道、建立政府与社会组织间有效的合作机制等对策建议。
Through the analysis of the necessity of social organizations to participate in targeted poverty alleviation,the paper discusses the role of the social organizations in the process of accurate identification of poverty,poverty alleviation plan formulation,arrangements for poverty alleviation projects,funds management and supervision.And it points out the shortages of targeted poverty alleviation of social organizations to participate in and the reasons,and raises countermeasures and suggestions on converting concepts,extending participation paths for social organizations and establishing cooperative mechanism between government and social organizations.
