摘要
碳关税的兴起和发展,使世界经济进入低碳经济时代。国际范围内低碳经济的发展,已经对我国现行对外贸易发展方式形成严重冲击。低碳经济将取代传统经济已经成为世界经济发展新趋势。低碳与减排成为各国经济发展的外部约束要素以及各国参与国际分工战略调整的强制力量。发展绿色经济、低碳经济,建立资源节约型、环境友好型社会成为人们的共识,这意味着我国传统的粗放型对外贸易发展方式已经不可持续,必须向向低能耗、高附加值、高技术含量的集约型对外贸易发展方式转变。
Owing to the carbon tariffs, the world economy gets into the era of low carbon economy. The development of low carbon economy has already formed a serious impact on the development of China＇s foreign trade. It has been the trend that low carbon economywould replace the traditional economy , low carbon and emission reduction has become the external constraint factors and the strategic adjustment of international division of labor force. It has been the consensus that developgreen economy, low carbon economy and establish a resource - saving and environment -friendly society , which means that China＇s traditional extensive participation in the international division of labor strategy has not been sustainable, we must change into the intensive mode of foreign trade development to the low energy consumption, high added value and high technology.
