摘要
城市化的加速催生了大量的拆迁安置社区,而这些社区存在诸多治理困境。为探索拆迁安置社区的社区治理模式,政府主动培育并引入外来社会组织XY社会工作站参与D社区的治理。行动研究发现,社会组织通过搭建社区治理综合平台参与治理,在强化社区参与、促进社区自治方面可以发挥积极作用,但是无法从根本上突破原有的社区管理体制,与政府、社区的关系还未建立起治理的伙伴关系,迫切需要政府有效的制度设计和持续的政策支持。
The acceleration of urbanization has formed a large number of demolished and resettled communities,the effective community governance of which is a hard nut to crack. In order to explore a community governance model,the local government actively cultivated and introduced the external social organization named XY social work station to participate in the governance of the D Community. Through action research,it was found that the social organization＇participating by building a comprehensive platform for community governance could play a positive role in strengthening community participation and promoting community autonomy,but it could not break through the original community management system,and the partnership relationships among the social organization,the government and the community had not established. In order to achieve effective governance,it is urgent for the government to develop effective system design and continuous policy support.
