摘要
我国中央与地方警察权的配置现状可以概括为"统一领导,分级管理,条块结合,以块为主"。随着我国社会经济的发展,该种警察体制所导致的地方保护主义盛行,警察权力滥用,警力配置不科学等弊端层出不穷。英国是世界上最早建立现代警察制度的国家,通过考察英国在警察事权的合理划分,警察机构的科学设置,警察保障机制的运行等方面的先进经验可以为我国中央与地方警察权的合理配置提供参考。
The Chinese allocation model of police power can be generalized as “unified leading,hierarchic management,combination of central and regional system while giving priority to central system.” With the further development ofour social economy,various disadvantages caused by the management system emerge one after another,such as the prevalenceof local protectionism,the abuse of police power, unscientific police force distribution and so on. Since the UK is theearliest country to establish modern police system,we can learn advanced experience in rational classification of policefunctions and responsibilities, scientific arrangement of police organization, operation on mechanism of police guarantee andso on, so as to realize rational distribution of central and local police power in China.
