摘要
社区服务中心是政府主导下推进的,通过政府购买服务,由民办社会工作服务机构运营,为社区居民提供各种综合性社区服务的平台,目前已在深圳、广州等珠三角城市全面覆盖。社区服务中心在社区治理中扮演着"服务型治理"的角色,其服务性质介于内生性与外生性之间,居民参与的主体性介于完全被动和完全主动之间。因社区服务中心属于社区外生的新生治理主体,其发挥服务型治理的作用面临诸多困难和挑战。"融入—服务—孵化"是社区服务中心发挥服务型治理的可行路径。
Community service center is a platform which provides all kinds of services to the community residents. It is advanced by the government and it is operated by the private social work service organizations through the purchase of service by government. Compared with other community governance organizations, community service center plays the role of ＂service-oriented governance＂. The characteristic of this governance is between endogenous and exogenous; the participation of residents is between completely passive and active. As the community service center is a new governance subject which is outside of the community, there are many difficulties and challenges in the function of the service management. ＂Integration-Service-Incubation＂ is a feasible way for the community service center to develop service-oriented governance.
