摘要
体育作为一种社会福利和文化价值,早已被西方福利国家所认同。北欧各国作为福利国家建设的典范,对于保障大众基本体育权益的高度承诺,以及在执行公共体育政策和促进社会总的体育福利方面均为其成员的健康幸福承担起法定责任,形成了独特的大众体育治理制度。运用文献资料法、逻辑分析法,对瑞典、挪威和丹麦3个北欧福利国家大众体育治理的制度环境、核心理念与运行机制进行全面考察。研究认为:"社会民主主义"国家福利体制是北欧大众体育治理的制度基础;恪守"普遍享有、平等公正"原则是北欧大众体育治理的核心理念;北欧大众体育治理的运行机制呈现出法团主义的特征,具体表现为:(1)政府体育治理机构有为监管与无为而治相结合;(2)国家体育联合会独立自治与服从监管相融合;(3)体育治理主体平等协商与合作共治相统一。北欧福利国家独特的历史经验和实践探索,并不排斥发展中国家的政府为了发展体育福利事业而积极推行群众体育改革所做的努力。因此,在梳理和分析北欧大众体育治理成功经验的基础上,结合我国国情、体情,从群众体育治理理念、群众体育治理结构和群众体育治理意识等方面出发,提出未来我国群众体育治理改革的基本思路。
Sport has long been recognized as a kind of social welfare and cultural values by western welfare states. As a model for building the welfare states, The Nordic countries have developed a unique system of mass sport governance, assuming the statutory responsibility for the health and well-being of its members in terms of the high level of commitment to protect public sport rights as well as the implementation of public sport policy to promote general social wel- fare. By using the methods of literature review and logical analysis, this paper completely examined the institutional environment, core concepts and operating mechanism of mass sport governance in three Nordic welfare states： Sweden, Norway and Denmark. It indicates that the ＂social democratic＂ states welfare system is the institutional foundation of their mass sport governance ; ＂universalism and equal justice＂ is the core concept of the governance ; the governance oper- ation mechanism presents the characteristics of the corporatism which reflects different aspects ： （1）The ＂active--inactive＂ supervision of the governmental sport governance organization; （2）The ＂independent autonomy--supervision acceptance＂ of the National Sports Federation; （3） The equal negotiation--co-governance of multiple governance bodies. These historical experiences and practical exploration do not exclude the efforts which governments of developing countries actively introduce reform for the development of sport welfare. Therefore, on the basis of understanding and analyzing of successful experience in Nordic sport governance, combining with China＇s national conditions and current sport situation, this paper propounds the proposal for future governance reform of mass sport in China from the aspects of mass sport governance ideas, sport governance structures and sports governance awareness.
