区县级产业集聚区突发环境事件应急预案编制思考 被引量:3

摘要 产业集聚区是新常态下区域经济发展的重要载体,集聚区应急预案已成为产业集聚区突发事件责任主体准备程度和处置能力的集中体现。针对笔者参加预案评审和大量一线调研发现的区县级产业集聚区突发环境事件应急预案存在事件分级不清、机构设置混乱与处置程序笼统等典型问题,研究提出了基于责任主体的事件等级与响应级别划分方法、绩效评价导向的应急机构设置与职责分工匹配模式和基于模拟演练的应急处置程序与履责路径刻画的区县级产业集聚区突发环境事件应急预案编制参考意见。本研究是当前应急预案"从有到优"升级路径选择的现实思考,对区县级政府/产业集聚区突发环境事件应急预案修编管理具有重要指导作用。 Industry cluster district ( ICD) is an important carrier of regional economic development under the new normal state , and its emergency plans have become a centralized embodiment as preparedness degree and disposal capability of emer -gency management responsibility subject .Through participating in plan review and many first-line investigations , the typical problems of environmental emergency plans in county-level ICD were found , such as unclear accident level , confused organi-zation setting and general disposal procedure .Aiming at the above problems , some reference suggestions to the compilation of environmental emergency plans in country-level ICD were proposed , such as a division method of accident level and response level based on responsibility subject , a mode of emergency organization setting and responsibility division matching with the orientation of performance evaluation , and an approach to design disposal procedure and depict performing responsibility based on simulation exercise .This study is a realistic thinking on choosing the upgrading path of "from being to optimum"for current emergency plans , and it plays an important guidance effect for compiling , revising and managing environmental e-mergency plans of county-level government and ICD .
