摘要
对分级诊疗制度下社区卫生服务中心(以下简称"社区")的困境进行了梳理,主要包括供方困境、政策困境、联动困境、需方困境以及配套措施困境。当前分级诊疗制度下社区环节面临的很多困境是需要通过循序渐进的方式来解决的,尤其是社区人才的困境,建议加强医师多点执业和责任医师签约服务的试点工作、放大远程医疗的功效、创新社区用药机制,将多项政策措施打包有序推开,确保优质医疗资源向社区下沉。
The dilemmas of community health service centers were analyzed based on the hierarchical medical service delivery system, including supplier dilemma, policy dilemma, interaction dilemma, buyer dilemma and supporting measure dilemma. These dilemmas need to be solved step by step, especially the human resource dilemma. It is suggested to improve physician multi-sited practice and contract-signing services, enhance efficiency of telemedicine and innovative drug use mechanism. It is also proposed that related policies be implemented in order and quality health resources be allocated to community health service centers.
