摘要
为提高电力系统应急抢修能力,设计了一种移动应急指挥调度系统。系统包含便携通信设备、应急抢修车车载设备等设备,涵盖公网、卫星、集群等多种通信手段,可在复杂地理环境和极端气候条件下快速准确传输现场音视频、位置信息,实现了定位、通信、指挥等多种功能,既保证了远程应急指挥命令的及时下达,又保证了现场情况第一时间反馈。建成后效果表明,系统运行稳定、可靠,与现有系统相比,通信手段更丰富,对灾害环境适应性更强,解决了应急指挥调度的"最后一公里"问题。
In order to improve the ability of power system in responding to emergent hazards, a mobile emergency command and dispatch system is designed, which consists of portable equipment, emergency repair vehicle equipment, including the public network, satellite, trunked communication means. The video and audio data can be transferred fast and accurately under complex geographical environment and extreme weather conditions. Positioning, communications, command functions are implemented. Not only the issue of remote emergency command but also the feedback are ensured to be real-time. Experiment result shows that the system is stable and reliable in operation, and has an advantage of rich communication means and environmental adaptability, and thus could solve the last kilometer problem of emergency command and dispatch.
