摘要
为有效打击跨境经济犯罪,维护"两岸四地"经济发展及社会稳定大局,应加强"两岸四地"警务合作。当前,"两岸四地"司法合作协议保障方面还有很大完善空间,合作协议本身多停留在框架层面,配套法律文件的规则制定也需进一步明确、细化。"两岸四地"警务合作在具体执行中遇到诸多操作层面的问题,建议在加强沟通协作的过程中,通过自下而上汇集问题,自上而下解决问题的方式,强化顶层设计。
The experience of international and regional policing cooperation provides sufficient evidence for the important and fundamental role in the course of economic crime investigation. This rule is also applicable to the policing cooperation among China mainland, Hong Kong, Macao and Taiwan. With the establishment of the cooperation of policing strategy, it is more convenient for the criminal exchange to be taken out, which enables policing cooperation among the four districts to win a strong drive and opportunity for its development. However, there are problems in differing subjects, criminal systemization and legal procedure, which shall be addressed so as to enhance the very system of policing cooperation.
