摘要
中国药师,特别是中国医院药师,如何在转型期的医疗服务供给侧改革中发挥作用,是全国药师行业所面临的一个重要挑战。本文将从药师所面临的环境变化,特别是制度环境的变化,包括医疗费用不合理上涨的控制、医疗服务体系的调整、医药分开等政策所带来的环境变化,讨论中国药师,包括医院药师和社区药师所面临的角色转变以及其职责,指出明晰和提升合理用药的作用、促进从"浪费型医疗服务"向以病人为中心服务模式的转型,是当前药师的主要职责。而这一职责的履行和担当,也将基于合理用药这一关键切入点,推进医疗服务供给侧的改革和转型。
How to bring the initiative of Chinese pharmacists,the hospital pharmacists in particular,into full play on the supply-side reform of Chinese medical health system during the transformation period is a great challenge for nation-side pharmacists.This paper discusses the role change and responsibilities facing the Chinese pharmacists（including hospital and community pharmacists）,from the perspectives of environmental changes,regulatory changes in particular,including the control of unreasonable increase in medical expenses,the adjustment of the health care system and the regulatory changes brought about the separation of medical diagnosis and drug therapy.The paper also points out that improved rational use of drugs and the transition from ＂the waste-type medical service＂to＂the patient-centered medical service＂are the main responsibilities of contemporary pharmacists.However,the undertaking and execution of this responsibility will also be based on the key entry point of rational use of drugs,and consequently the reform and transformation of medical health system on the supply-side will be promoted.
