摘要
绿色化工是发展舟山群岛新区的有效载体,经济全球化背景、我国重化工发展的原料需求和舟山群岛新区建设实际,都决定了新区发展绿色化工的现实可行性。但新区工业规模偏小、基础差、结构层次低下,传统化工污染、影响健康等观念根深蒂固,高新技术和生态化新型化工发展不足,能耗巨大、污染严重仍没有得到根本解决,土地要素制约明显,老百姓不放心、相关政策壁垒等,都使得新区绿色化工发展举步维艰。因此,发展新区绿色化工,必须树立化工"绿色"理念,提升产业"绿色"特色,把牢产业"绿色"关口,突破国际"绿色"环境壁垒,全面使用最新"绿色"技术,推进新区绿色化工。
Green chemical industry can be an effective carrier for the further development of Zhoushan Archipelago New Area. Under the background of economic globalization, China＇s raw material demand for developing heavy and chemical industries, and the reality of Zhoushan Archipelago New Area, there is a realistic feasibility for Zhoushan Archipelago New Area to develop green chemical industry, but there are restrictions as well due to factors such as the small scale, weak foundation and low level of Zhoushan＇ industrial structure, the insufficient development of hi-tech and new ecological chemical industries, the unsolved problems of energy consumption and serious pollution, land limitation, people＇s distrust, relevant policy barriers, etc. Therefore, the paper advise to establish the concept of ＂green＂ chemical, highlight the ＂green＂ features, secure the ＂green＂ aspect, break through barriers to the international ＂green＂ environment and fully use the latest ＂green＂ technologies so as to promote green chemical industries in Zhoushan Archipelago New Area.
