摘要
打造"21世纪海上丝绸之路"的重要节点,是舟山群岛新区发展的又一重大历史性机遇,必须用好新区平台,借势发力。本文从新区在古代海上丝绸之路中的重要地位切入,分析了新区目前打造重要节点所存在的优势,并从实现港口政策的创新突破,打造海上丝路的经贸特区;推进船舶规模化发展,打造国家最重要的船舶修造基地;强化航道锚地规划建设,打造海上丝路的重要通道;强力提升物流规模和质量,打造海上丝路的物流天堂;加强旅游文化产品宣传,打造海上丝路的游娱胜地;创新融资平台和投资体系,打造海上丝路的金融中心;推动国际人文交流,打造海上丝路的合作中心等七个方面,探索了利用优势建设"21世纪海上丝绸之路"的重要节点的对策。
To Zhoushan Archipelago New Area, building itself into an important node of the 21st century maritime Silk Road is a major historical opportunity. We must make good use of the new platform and utilize our all strength. Starting from the important role of Zhoushan in the ancient maritime Silk Road, the paper analyzes the present existing advantages, and then explores the measures about how to make full use of these advantages to build Zhoushan into an important node of the 21st century maritime Silk Road in the following seven aspects： achieving policy innovation and breakthrough to build a trade zone; promoting the scale of ship development to build China＇s most important shipbuilding base; strengthening the waterway anchorage planning and construction to build an important passageway; boosting logistics scale and quality to build a logistics heaven; strengthening publicity and cultural tourism products to create a travel and entertainment resort; innovating financing platform and investment system to build a financial center;promoting international cultural exchanges to build a cooperative center.
