摘要
"创新驱动发展"战略以及"知识产权强国"目标离不开知识产权密集型产业。专利联盟的构建和运营,既有助于抵御国外专利联盟和专利海盗的侵扰,也有利于打赢海外专利诉讼、排除知识产权贸易壁垒,更有助于保护和促进国内传统产业、高新技术产业、战略性新兴产业以及知识产权密集型产业的健康发展。
The goals of ＂Innovation driven development strategy＂and ＂powerful province of intellectual property＂cannot be achieved without IP intensive industries. Patent pool＇s construction and operation will not only contribute to resisting the intrusion of foreign patent pools and patent pirates,but also be conducive to winning overseas patent litigation,and eliminating trade barriers of intellectual property rights. Moreover,it is also more helpful to protect and promote the healthy development of our country＇s traditional industries,high-tech industries and emerging industries of strategic importance and intellectual property intensive industry.
