摘要
从社会学角度看,城乡一体化经济发展的本质体现在机会的增加和配置上,体现在改善人们的各种机会上。唯其如此,才能获得合法性和合理性。城乡经济发展的机会平等至少体现在城乡经济发展制度、城乡经济发展政策、经济参与行动这三个层面。改革开放以来,城乡经济发展机会一体化与非农就业和流动就业机会、城乡产权关系、城乡金融制度、城乡劳动力市场这四方面要素息息相关。国家的一些政策与市场共同地阻碍了城乡在经济发展机会上走向一体化的进程。二元体制的惯性影响以及相应的社会结构难以获得同步转变,是当前我国城乡经济发展机会一体化的根本要害之所在。我国城乡经济发展机会的一体化,不应仅仅瞄准城乡产业布局的调整,更关键在于改革城乡经济制度和社会管理服务制度。
From the perspective of sociology, the essence of unified urban and rural economic development lies in the increase and allocation of opportunities, the various opportunities that people can utilize to improve themselves. Only through this way, can legality and rationality be acquired. The opportunity equality of urban and rural economic development is at least reflected from three perspectives, namely, the system of urban and rural economic development, the policy of urban and rural economic development, and participation in economic activities. Since the reform and opening-up, the equal opportunity of urban and rural economic development is closely related to the following four factors： the employment opportunities for non-agricultural population and floating population, urban and rural property relations, urban and rural financial system, and urban and rural labor market. Some national policies and the market jointly hindered the process of unification in urban and rural economic development opportunities. It＇s very difficult to transform the inertial impact of the dual-system and relevant social structure synchronously, which is the fundamental problem for the unified opportunities of urban and rural economic development. For the integration of urban and rural economic development opportunities, the focus shall not only be the restructuring of urban and rural industries, what＇s more important is the reform of urban and rural economic system and social management and service system.
