摘要
从表征看,当前我国经济的新常态是国内外经济周期性波动的结果,但其实质则是经济发展由投资驱动和要素驱动向创新驱动转变的必然选择。深入实施创新驱动发展战略,应充分发挥政府、市场、社会"三引擎"的作用。其中,政府应施力于创新政策体系,打造创业创新生态;市场应依托互联网平台,全面践行大众创业、万众创新;社会第三方应着力于提升服务能力,开掘多元智慧。
On the surface, the new economic normality is the result of cyclical fluctuation from international and domestic economy. Substantially, it results from the profound transformation, which means the economic momentum is steering from investment - driven and factor - driven into innovation - driven. To further implement the strategy of innovation - driven, it ought to fully function the ＇ three engines＇ of government, market and society. In detail, the government ought to innovate the public policy - system, the market should carry out innovative practice on basis of internet economy, and the society should place extra emphasis on the improvement of service capabilities.
