摘要
本文通过对当前我国养老保险转移接续模式存在的问题进行系统的分析,发现其主要存在制度衔接障碍、统筹区域间利益冲突、透明度不高、便携性不够以及缴费碎片化等五大问题。而这五大问题导致最直接的结果就是保险分散、难以汇总结算,让流动劳动者不得不放弃应有的保险权利。然而,专业处理巨型数据,强调"所有数据同时处理"的大数据技术的出现,为解决以上问题提供了可能。因此,本文试图借助当今业已成熟的大数据技术,采取"技术创新倒推制度改革"的思路,改造养老保险转移接续模式,实现养老保险"一号通行、分段管理、自动结算、汇总领取"的智能化养老保险模式。
In this paper, based on system analysis of the current endowment insurance of our country transfer connection mode, we found that the main there are five big problems, co -ordinate system obstacles, regional conflicts of interests, low transparency, lack of portability and payment fragmentation. The direct results of the five problems is scattered, difficult to collect the insurance settlement, let the flow of workers had to abandon their insurance right. However, the emergence of large data technology, which professional processing of huge data and emphasizing "At the same time, all data processing", provides the possibility to solve the above problem. Therefore, this paper tries to use the mature big data technology, take the ideas of "technological innovation to push down the reform of the system" , reform the endowment insurance transfer and connection mode, Finally realize the intelligent pension pattern of "Trans - regional endowment insurance number, sectioning management, automatic clearing, and saving up to receive".
