摘要
农民工是中国改革开放以来伴随着工业化、城市化、现代化进程而出现的一个规模庞大的特殊群体,它正在由中国发展进步的重要推进力量向新时期必须应对的重大挑战转化。农民工问题直接牵涉到亿万农民工及其家属的切身利益,是一个包含了经济利益、社会权益、政治权力及文化融洽、精神和谐等内容的综合性问题。这一问题的存在与发展变化,正在全方位地影响着中国新型工业化、城市化、现代化的进程,从而迫切要求国家通过调整制度安排及政策措施来加以解决。妥善解决农民工问题,既是能否最终解决好“三农”问题的关键所在,也是能否加速推进中国工业化、城市化和现代化进程的关键所在。应该将解决农民工问题作为我国未来十年发展中的头等大事,采取统筹考虑、综合协调、近中长期目标相结合的思路,稳妥有序地为农民工提供融入工业化、城市化进程的机会,最终促使整个社会和谐发展。
The rural-urban migrants （also called peasant workers, nongmin gong）, which result from the industrialization, urbanization and modernization process since reforms and opening-up policies established in China, has been changing from a promoting factor of China＇s development to a grim challenge confronted present China. The issue of rural-urban migrants involving the interests of millions of peasant workers and their family members is a comprehensive policy issue which includes economics interests, social right-interests, political rights and cultural and spiritual harmony, etc. Besides, the issue of peasant workers in China and its changing has made extensively impacts on the process of industrialization, urbanization and modernization and calls for the government＇s policy adjustment to solve it. So, the resolve of this issue is not only the key for the solving of the issues concerning agriculture, countryside and farmers, but also the key for promoting the process of new industrialization, urbanization and modernization in China. This paper argues that the solving of the rural-urban migrants issue should be put on the first place of the government＇s policy agenda in the next ten years, and comprehensive, coordinated and integrated actions should be taken to provide the chance for the rural-urban migrants to integrate into the process of industrialization and urbanization. By so doing China can have a balanced development.
