摘要
城市应急避难场所是保障城市安全的一项重要公共服务设施,其空间布局的合理与否直接影响为市民提供应急避难服务的效果。本文以均匀度指标为基础,构建了服务重叠率等评价指标,并以西安为例,运用GIS网络分析技术对应急避难场所的布局进行了分析评价。结果表明西安市应急避难场所布局较为集中,服务重叠率高,应急时难以发挥有效作用。相关结论可为调整与优化西安市现有应急避难场所、合理选择新建应急避难场位址提供依据。
Emergency shelters are the critical public service facilities to secure the city. Whether the spatial layout of them are reasonable or not directly affect the effect of providing service to the public. As an example in Xi＆#39;an, with the index systems of the evenness and the overlap rate of service for the evaluation and analysis, it shows that the emergency shelters layout in Xi’an are more concentrated, have high rate of duplication of services, and low efifciency to play a role in emergency. The relational conclusions could provide reliable references for adjusting and optimizing spatial distribution of Xi’an’s emergency shelters as well as building new facilities.
