摘要
中国南海"断续线"具有历史性权利,这一权利既有专属性,又有非专属性。中国学界对南海"断续线"内涵的各种解读在本质上是一致的。南海周边国家及一些域外国家对中国南海"断续线"提出质疑,实际上是企图借《联合国海洋法公约》彻底削弱或否定中国拥有南海诸岛及其附近海域领土主权、管辖权。
This article studies the history of the nine-dash line, the author argues that the nine-dash line bases on the historical title.The historical title and historical rights which China claims within the nine dash line include the specialized rights and non-specialized rights. The essence of Chinese scholars＇ different understanding on connotation of the nine-clash line is consistent. The purpose of the nations at the rim of the South China Sea and outside the region querying the nine-dash line is to eliminate the sovereignty of China on the South China Sea.
