摘要
保障残疾人的文化权利,是建设公共文化服务体系过程中追寻权利平等的难点问题。社区是公民实现文化权利的主要场域。基于2013年全国残疾人状况监测的江苏数据进行现状分析,结果表明10.2%的残疾人经常参加社区文化生活,比全国的同类比例高2个百分点。回归分析结果显示,残疾人参与社区文化生活的主要影响因素包括残疾人的年龄和未就业原因;残疾人的康复状况和社区无障碍设施满意度显著影响其参与社区文化生活;教育文化等方面的社区服务状况对残疾人参与社区文化生活亦影响显著。应当综合考虑相关因素,进一步改善残疾人的文化权利之社区实现状况。
Guaranteeing the cultural rights of people with disabilities （PWD） is a key issue in pursuing equal rights in the process of constructing public cultural service system. Community is a key arena for citizens to realize their cultural rights. Based on samples in CDPF’s latest survey on PWD in Jiangsu Province, the results of the study shows that 10.2%of the participants frequently attend cultural activities in the community, while 52.2%seldom do so, and 37.6%never do so. The results of regression analysis show that the main influencing factors of PWD’s participation in the cultural events in communities include age, considerations on unemployment. Satisfaction towards the accessibility in the communities and rehabilitation status are also significant influence factors;community service in terms of education and culture also affects PWD’s participation in the cultural events in communities. It’s suggested that comprehensive consideration should be given to further improve the status of PWD’s cultural rights in communities.
