摘要
促进农村残疾人的文化参与,是实现农村社会和谐的重要保证。实证研究结果表明:制度缺失、制度冲突、制度曲行对农村残疾人文化参与的机会与质量有着不同程度的影响,制度困境是制约农村残疾人文化参与的根本原因。要促进农村残疾人的文化参与,就必须进行制度创新:一是要完善残疾人教育制度;二是要建立残疾人社区关怀机制;三是要健全民间组织管理制度;四是要推进无障碍设施建设。
Promoting cultural participation of rural handicapped is the significant guarantee to realize rural social harmony.The result of empirical research shows that the missing,conflict and distort of institution does impact the opportunity and quality of cultural participation of rural handicapped in defferent extent.Institution dilemma is the fundamental cause to restrict cultural participation of rural handicapped.In order to promote the cultural participation,we need to do institutional innovation.And firstly,to complete educational institution of the handicapped is required;secondly,to construct care mechanism of handicapped in community is of great importance;thirdly,to perfect management system of civil organization is necessary;forthly,to promote the construction of barrier-free facilities also can not be ignored.
