摘要
随着种族隔离制度的废除,南非社会发展进入了特殊的转型期,开始了多民族民主国家重建历程。这种重建涉及国家社会生活的方方面面,其核心就是在促进国家经济继续增长的同时,克服种族隔离制度的历史遗留问题,改善广大黑人的生活,实现社会公平与正义。为此,南非在高等教育领域也推行了旨在促进公平发展的"平权行动"。这一改革自实施以来取得了很大成效,也存在很多问题。
With the abolition of apartheid, South Mrica＇s social development has experienced a special transition and began the democracy reconstruction process. This recon- struction involves all aspects of social life and its core is to not only promote the growth of economy but also overcome the legacy of apartheid. Improving the life of the Negro which constitute the majority of the population and realizing social justice is also the aim of the reconstruction. Therefore, the ＂affirmative action＂is carried out to promote the fair development of higher education in South Africa. Since the implementation of the education reform there exits great achievements and problems as well.
