摘要
民主新南非高等教育发展的最显著的特征是广泛而深入的变革。本文依据南非高等教育变革政策的演进逻辑和指向将整个变革历程划分为三个阶段,介绍了各阶段的主要政策活动和变革动议,总结了南非高等教育变革在管理体制、办学体制、结构与规模、教育公平和效率等方面取得的主要成效。
The most striking feature of higher education development in the new democratic South Africa is its comprehensive process of profound transformation. The paper phases in terms of its policy evolution logics and approaches, and transformation initiatives in each phase. The paper summarizes the education system, in the formation of a new governance structure, divides the transformation process into three introduces the main policy developments and main achievements in restructuring its higher in the diversification of provision, and in the change of size and shape and the improvement of equity and efficiency in the higher education system.
