以人为本的区域教育信息化促进校际公平应用策略研究 被引量:12

摘要 为了更加有效地利用教育信息化促进基础教育均衡发展、实现教育公平,需要深入研究不公平现象,丰富利用信息技术改善公平的应用策略。该文开展基于教师视角的校际不公平现象表现维度研究,发现校际间的不公平主要表现在资源不公平、机会不公平和管理不公平三个维度。同时,该文对当前教育信息化促进校际公平的相关策略进行了分析,发现目前的策略设计存在着功利主义、效率至上等倾向。以此为基础,该文提出教育行政管理部门应该以"以人为本"作为策略设计原则,利用信息技术,通过采用提供适切的资源、建立合作的机制、培育参与的文化等应用策略,促进区域内校际间公平的改善。 It is important to study the educational inequality and its reduction strategy in terms of regional ICT development in order to achieve a balanced and equitable development of elementary education. This article reported a study explored the inequitable phenomena between schools based on the teacher's perception. The results showed that educational resources unfair, developing opportunities unfair and management unfair are the three main inequitable phenomena among schools. The study also analyzed the current educational strategies applied in improving equity by ICT and found that the current strategies were more Utilitarianism. Based on the research findings, this article argues that educational administrators should use some People Oriented strategies which include providing equitable learning resource, establishing the collaboration among schools and cultivating the participate culture along with regional ICT development to promote equity of schools.
