摘要
为贯彻落实国家最严格水资源管理制度的总体要求,分析了云南省各州(市)的用水总量控制指标,以云南省目前的供水格局为基础,结合水源工程建设规划,建立基于水资源配置管理工具Mike Basin的水资源系统模拟模型,提出了云南省2020水平年、2030水平年各行业之间和各州(市)之间的水资源配置以及各水源工程之间的供水格局。到2030水平年,通过推进节水型社会建设、水源工程建设和实施滇中引水工程等措施,全省河湖生态和经济社会发展用水需求基本得到保障,符合用水总量控制和用水效率控制的目标。
This paper analyzes the total water control targets in states ( cites ) in order to implement the general requirements of the most stringent water management system. Based on the current situation of water supply pattern in Yunnan Province, combined with the water project construction planning, a model for water resource system simulation is developed with water resources configuration management tool MIKE BASIN. Additionally, it is also presented the water allocation among various sectors and states ( cites) , and water-supply pattern among the various water projects in 2020 and 2030. To 2030 target year, through promoting construction of water-saving society, water projects, Water Diversion of the Central Yunnan and other projects, ecological and socio-economic water demand will be satisfied, in line with total water control and water efficiency control constraints.
