摘要
评价指标体系是可持续发展实验区建设的重中之重。本文以南宁市沙井分区为例,以低碳为特色,探讨了可持续发展实验区建设期评价指标体系建立的指导思想和基本原则,构建了"目的—理论—政策—反映"评价指标体系框架,并通过对评价系统进行分类,采用频度分析法和改进的德尔菲法筛选指标,建立了一套主客观相结合、五类四层次的可持续发展实验区建设期评价指标体系,同时提出了落实指标体系的保障措施。该研究对指导我国可持续发展实验区建设具有重要的意义。
The evaluation index system is the top priority of the construction of sustainable development experimental zones.This paper takes Nanning Shajing partition as an example with focus on low-carbon discusses the guiding ideology and basic principles of evaluation index system for sustainable development experimental zone,builds a "purpose-theory-policy-reflect"evaluation index system framework,classifies the evaluation system,and uses the frequency analysis method and improved Delphi method to select indexes.At the end,the paper establishes a five four-level index system with the combination of subjective and objective for the sustainable development experimental zone and puts forward safeguard measures to implement the index system.This study provides some references for the establishment of the evaluation index system for sustainable development experimental zones during construction period and the evaluation of experimental zones.
