摘要
本文以104家国资委监管的、在体制转型中面临"难管控"问题的央企集团为实证研究对象,探讨中国大型国企集团在多元化发展过程中异于钱德勒"结构追随战略"命题的管控架构选择及其前因条件,分析集团战略、制度改革、历史轨迹等因素的交互作用。作为中文管理学界首批尝试使用定性比较分析(QCA)方法的研究之一,本文探索性地识别出三类本土化的管控架构配适性选择,即可由战略要素独立解释的"钱德勒式"配适、由战略要素与互补要素共同解释的"准钱德勒式"配适、完全由替代战略要素的其他要素解释的"非钱德勒式"配适,并对比了这些配适的前因条件构型差异。基于历史、制度要素的印迹效应和集团总部自主选择意愿的相对强弱,本文将"非钱德勒式"配适进一步区分为路径依赖型与选择变异型。结果表明,在中国情境下,经典的"钱德勒式"配适的比重远低于其他两类,仅有非相关多元化央企集团的管控架构选择符合其预测;在"准钱德勒式"和"非钱德勒式"配适中,公司制改造等制度因素和集团组建方式等历史因素作为不可缺少的影响条件,使众多专业化和相关多元化央企集团做出了与经典预测迥异的管控架构选择。本研究丰富和发展了大型国企集团的管控理论。
Taking as the object of our case study 104 large business groups supervised by the State-owned Assets Committee and facing the problem of'being difficult to control'in the process of the system transition, we have probed the control framework selection and its cause conditions both of which are different from the proposition called Chandler'structure following strategy'in the process of China's large state-owned enterprise group becoming pluralistic and analyzed the interaction between the group strategy, the system reform, the history course and other factors. As one of the researches on the method of the quality comparative analysis firstly tentatively used by the academic field of Chinese management, we have, in this paper, tentatively identified three kinds of the localized compatibility selection in the control framework, that is to say, the fit of the'Chandler Style'(CS) that can be explained by the strategy factor itself, the fit of'quasi Chandler Style', and the fit of'Non-Chandler Style'explained by other factors that can be sub-stituted completely by the strategy factors, and we have compared the difference of the framework shape of the cause conditions of these fits. Based on the trace effect of the history and system factors and on the relative strength of the will of the independent selection of the group headquarters, we have, in this paper, further divided the'Non-CS'fit into the type of the path relying and the type of the selection variation. The results of our study indicate that, in China's context, the proportion of the classical CS fit is far lower than the other two kinds, that only the control framework selection of the non-relative pluralistic firms group led by the central committee accords with its prediction, and that,in the fit of'the Quasi CS'and'the Non-CS', the system factors such as the reform of the company system, and the history factors such as the way of the forming taken as the influence condition, make many specialization-ized and relative diversification-ized the enterprise group by the central committee make the selection of the control framework that is completely different from the classical prediction. We have, in this paper, enriched and developed the theory on the management and control by the big state-owned firms groups.
