Telework as a new working way has been adopted widely in past decade because its great benefits to individual, organization and society, and related issues has been studied by sociology, economics, law, management science and other disciplines. Yet, it has not become popular along with the rapid development of information technology as expected, some obstacles from individual, organization and society are gradually emerged. This article begins with the telework dual-force models consisted of pull force from employee demand and push force from organizational supply, puts forward and analyzes the factors that influence the promotion of telework program in aspects of the employees, job characters and organizational management, and builds employee self-choice model and organization selection model. Finally, some suggestions for management are put out, and future research directions are discussed.
