摘要
随着小型农田水利(小农水)建设项目的开展,建立一种新的小农水建设项目过程后评价模式势在必行。以江西省分宜县2011年小农水建设项目为研究对象,首先根据水利工程建设项目的特点建立了层次分析分配模型及确定了评价各指标、然后,介绍了层次分析法的原理,再建立各层次指标之间以及与评价等级之间的判断矩阵,并通过层次分析法6.0软件对判断矩阵的隶属度进行层次评价。评价结果表明本项目评价等级为良,与当前的实际情况基本相符,说明该方法可用,从而将层次分析法引入到了小农水建设项目工程后评价领域。
With the development of the small-scale irrigation and drainage engineering construcuon, establishing a new Post Project Process Evaluation model is imperative. Taking the small-scale irrigation and drainage engineering construction in Fenyi County of Jiangxi province as a study case, this paper first establishes a hierarchical analysis assignment model and determines the evaluation indicators according to the characteristics of the water conservancy engineering, and then introduces the principle of AHP, creates the judgment matrix among each level-indicator and evaluation grade, and evaluate the grade of the membership degree of the judg- ment matrix through AHP 6.0 software. The result shows that the evaluation rating of the project is good, which is consistent with the current situation. It indicates that the method can be used for the post project evaluation of small-scale irrigation and drainage en gineering.
